An investigation into the networks behind military power

Les armes secrètes de Poutine examines how Russian military supply continues despite international sanctions. Written and directed by Hugo Van Offel and Martin Boudot, the French documentary is produced by Bonne Pioche Télévision and ARTE France. It follows weapons networks, espionage and international relationships rather than concentrating only on the battlefield performance of particular weapons.

The first part, presented internationally as Weapons for a New War, uses access to decision-makers to investigate the people and interests behind the supply of arms. The second, Weapons for a New Order, broadens the enquiry to alliances, including the roles of Iran and North Korea in the geopolitical picture described by the film.

Technology, trade and a shifting international order

ARTE's commissioning description places clandestine arms and intelligence networks at the centre of the investigation. That framing connects technology with the means of obtaining it: manufacturers and weapons matter, but so do intermediaries, access and relationships that can sustain a military system under external pressure.

Distributed internationally as Putin's Secret Weapons, the two-part production links the practical question of supply with a larger account of changing alliances. Its central enquiry is how sanctions, covert networks and state relationships interact, and how those interactions influence the ability to continue a war.
