The Wargame

A fictional emergency tested by experienced decision-makers

The Wargame is a constructed documentary built around a simulated Russian attack on Britain. The attack is fictional: the programme places real political, military and intelligence figures in an invented emergency to observe how they make decisions under pressure. Produced by The Garden for Sky, the four-part television series develops the premise of a Sky News podcast.

A sealed, COBR-style crisis room supplies the setting. Participants receive news bulletins, social-media material and intelligence reports, with unexpected developments forcing them to reconsider their choices. The scenario was developed with academic and defence expertise, including Sky News security and defence editor Deborah Haynes.

A cross-party cabinet inside the scenario

Michael Gove takes the role of prime minister, Nicola Sturgeon deputy prime minister and Penny Mordaunt defence secretary. Other participants include Harriet Harman, Sayeeda Warsi, Richard Barrons, Kim Darroch and Christopher Steele. These are assigned roles within the exercise, not a description of an actual British government.

A team of Russia specialists led by Keir Giles provides the opposing side. The exercise asks how institutions interpret incomplete information, weigh escalation and act when each choice can narrow later options. Its documentary interest lies in the decision-making process within a simulation, rather than a prediction or reconstruction of a war that has occurred.
